Areas of rusting metal covered by...
bubbly looking paint or rust bluing on an auto panel
If You Have any rusting metal areas
Under Bubbles Of Paint ...
...on any of your bodywork panels. Beware. The rusting area is not, as most people believe, somehow being protecting from getting wet and therefore slowing down the process of corrosion. That is, the remaining paint is not stopping rain water from entering the effected area and, as a consequence, stopping the corrosion from spreading
You'll be sorry to hear that its not how it works.

what causes rust
Yes, to start with any corrosion does need moisture to get an initial hold on the metal panelBut as soon as rusting metal starts it feeds on oxygen. Now the chemical process has been initiated a supply of oxygen is all it needs to continue reducing the panel to nothing.
Of coarse it has an ample supply of that fuel in the atmosphere!
So even if, if you were to notice any corrosion and immediately take the car into a nice dry garage, it would have very little effect on the progression of the corrosion.
the presence of oxygen is what causes rust! or Of coarse you could try encasing you pride and joy in concrete - the alkali present will retard the process. What, you don't fancy the idea? then lets find an alternative.
O.K. if you do notice one of these bubbles of paint on the cars body you’d be best to remove it by carefully scraping away the separated paint then by removing any loose scale
After removing as much of the corrosion as you possibly can. Actually ALL would be good use a proprietary converter similar to Hammerite Cure Rust
With the above steps are completed you will be ready to apply the touch up paint
You might also have noticed discolored oily areas around rust spots (like small Newton’s rings). This is the first sign of rusting areas growing under the paint. Remove them.
However prevention in the first instance will save you a lot of pain and heartache. I am often called to try to affect a repair on a rusting metal body panel far to late. Sometimes even when the panel has a nice ventilation hole going all the way through it.
Please give me a call well before the paint begins to blister, it's nearly always possible to save the panel of the car at this early stage.
Surprisingly I have also seen quite new vehicles with very bad perforations. This is due to salted roads or coastal use of the car as salt will always accelerate the proccess
So beware the winter months and check you car regularly.
rust bluing
Rust bluing of the panel is a sure sign that you have a possibly serious problem getting going.
The paint Blues and you can see a type of Newton’s ring around the effected area. I have noticed that this blue area is much slower to rust than is usual and could have some similarities with the very old gun making processes although how chemicals such as sodium hydroxide, potassium nitrate, and water heated to the boiling point get on the panel to cause this effect I have no idea!
I once saw Billy Connolly live.... I laughed so much my stomach ached for three days.
